More importantly, it includes a forward-looking view of the needs for Stewardship Development over the next three years. The three year period from June 2008 June 2011 saw substantial progress towards the stewardship goals as presented in the June 2008 Operational Plan. These accomplishments have been widely communicated through CrossTalk and other venues such as our annual Diocesan Synods. Several other Dioceses of the Anglican Church of Canada have acknowledged our efforts and have solicited our methodologies. Results to date reflect a significant step forward in furthering the goals laid out in the Diocesan Strategic Plan. Bishop John and the Diocesan staff have enthusiastically endorsed this progress and have provided their robust support as we migrate to a new three-year operational plan. The results of the operational plan review indicate that much of what has been established in terms of resources, processes, and consultancy regarding Stewardship Development in the Diocese of Ottawa should be retained and ideally expanded or improved. In addition, the changing dynamics of the Diocese and its programs, beginning with the Diocesan Strategic Plan and specifically including the GIFT Diocesan Financial Campaign, necessitate a fresh approach in several important areas. Stewardship Council strongly believes that the continuation of the stewardship development programs that have already proven effective, combined with several new value-add initiatives will provide for a steady and balanced approach to growing stewardship awareness, education, and commitment for all parishes and parishioners. Mandate of Stewardship Council: Stewardship Council believes that the efforts and associated accomplishments over the last six years in Stewardship Development across the Diocese have moved the yardsticks beyond the existing Vision and Mission Statements we adopted in 2005. Commencing with this plan, Stewardship Councils updated Vision and Mission will be as follows: Vision of Stewardship Council: All parishes will have a broad, integrated vision of stewardship that connects and ensures the spiritual and financial health of our diocesan family, strengthening the Body of Christ in our world . Mission of Stewardship Council: All parishes will be provided with the resources and professional support required to assist them in developing a culture of stewardship within their parish that will encourage them to continue faithfully growing as Christian Stewards . Role of Stewardship Council: Our role will involve the following: Provide ongoing encouragement and motivation in assisting parishes to develop their own stewardship culture and programming. Identify, provide, and keep fresh various stewardship resource materials which best allow parishes to create and sustain their stewardship development and programming consistent with their needs and goals Identify and provide annual stewardship educational seminars and other training opportunities for both clergy and lay parish stewardship representatives. Identify and train leaders to become a diocesan centre of expertise available, when requested, to work in partnership directly with parishes in various stewardship mentoring and coaching roles. Communicate and promote the diocesan stewardship vision and mission to parish leadership and to all parishioners. Promote the availability of appropriate resource opportunities and stewardship best practices to parishes Provide assistance in linking parishes with professional consultants when appropriate Work in partnership with diocesan teams, and with other stewardship jurisdictions such as the Ontario Stewardship Network, other dioceses, and with General Synod Develop and provide ongoing evaluation processes and analysis which will allow for periodic stewardship development progress reports Specific Areas of Focus for 2011(2014 For the next three years, six areas of focus were determined to offer the best opportunities to fulfill our Vision and Mission outlined above: Mentoring Education and Resources Evaluation Communication Financial Development Governance The following offers more detail on each area of focus and targets associated with each: 1. Parish Mentoring Parish Mentoring is an existing program within Stewardship Council. It has been very effective in helping several parishes to move forward dynamically in their respective stewardship journeys. It is a resource that Stewardship Council intends to retain and augment as resources and demand dictate. Mandate: Mentoring can be defined as a collegial relationship most often initiated and developed between individuals or groups that desire to learn or develop new initiatives, and those who can provide the guidance, support and knowledge to fulfill the desire. On request, Stewardship Council will provide support to those parishes that desire to develop or expand a parish program of stewardship development, or are looking for consultation or guidance in reference to a plan they may have already developed. Prerequisites to parish mentoring: A formal request from the parish for assistance Commitment to conduct a parish stewardship audit In the absence of a current parish vision, a commitment to conduct a parish visioning exercise Goals: To assign knowledgeable and experienced mentors to parishes when and as required to help these parishes build a culture of stewardship within their church To encourage parishes to build a culture of stewardship within their church and with each of their parishioners To encourage parishes to share their experiences e.g. in CrossTalk, newsletters, workshops, website, etc. for the benefit of all To recruit future stewardship mentors from among persons who have actively participated in a Parish Stewardship program and who have the necessary skills, interest and credibility in one or more areas of mentoring. Objectives: To maintain and grow a resource base of qualified mentors to assist parishes on demand, by: Identifying and developing new mentoring leaders at the diocesan level Identifying potential parish-based mentoring leadership, including examining and incorporating, as appropriate, the Lutheran Model of such parish-based leadership Incorporating the learnings from the Diocesan Financial Campaign. To enhance mentoring skills in the areas of: Visioning Narrative budgeting Every member visitations Financial development planning and implementation 2. Education and Resources Mandate: The availability of sufficient, high quality, timely, and meaningful stewardship development tools and resources is key to allowing parishes to acquire the knowledge and content required to develop and deliver their own inspired stewardship development program tailored to the needs of their own parish. Stewardship Council will make available to parishes of the diocese an effective body of useful knowledge and associated tools in support of their respective parish visions and the vision and mission of diocesan stewardship. Goal: To provide a variety of qualified, relevant, and timely educational resources on stewardship development suitable for use by parishes To provide useful tools and processes which parishes can utilize to augment their stewardship development programs Objectives: Optimize the utilization of existing educational resources Maintain and enhance resources already in place to ensure relevancy and currency Maintain an inventory of easily accessible resource materials for parishes to select according to their specific needs: Library resources at the diocesan office Web-based content located on the diocesan website Web-based content via links to other vetted content locations Screening of other resources to reflect our current needs and avoid overwhelming parishes with redundant information Assess the take on the TENS membership and associated resources; modify as required Source, vet, and introduce new parish-based stewardship educational resources as they become available: Resource materials should be: In both real and virtual formats Managed effectively for relevancy & currency Relevant to the Anglican ethos Sensitive to parishes of varying needs and demographics, requirements and desires. Develop a stewardship training and educational plan for the diocese: Establish a Speakers Bureau of competent and credible on-call speakers to deliver stewardship sermons, presentations, etc. on request from parishes or other organizations. Develop content and conduct stewardship (diocesan or parish-based) conferences, workshops and seminars, or other educational opportunities to deliver stewardship training, and to help maintain overall visibility, inspiration, and motivation for parishes Attend select stewardship conferences and events offered in other jurisdictions to source new content, acquire new perspectives and approaches, and establish networking opportunities for future resource development and sharing. Develop tools and processes in support of parish education such as bulletin inserts, newsletter templates, web-based training modules, stewardship chat line, etc Investigate the current curriculum of theological colleges to determine the possible need and potential strategy for enhancing stewardship training for new theological candidates. Coordinate with the Diocesan Clergy Institute to incorporate and/or enhance stewardship education as part of the Clergy and Lay Leadership development initiatives, particularly with new ordinands and their orientation training. Undertake a deeper understanding of training in stewardship offered to new clergy by our Theological Schools. Make recommendations concerning suggestions for enhanced stewardship training. Provide periodic book reviews to promote qualified book resources 3. Stewardship Evaluation (Diocesan and Parish-based) The ability to understand the value of the effort we expend (diocese and parishes) on stewardship development depends on our ability to measure the difference between where we started and where we currently are, all based on a set of criteria that remain consistent so that progress may be effectively measured. Mandate: to provide an effective program to establish a fair and meaningful measurement and analysis of our progress in developing ourselves into true stewards of God. Goals: To measure the progress of parishes in implementing their stewardship development programs via the annual parish reporting mechanisms. To utilize ongoing stewardship questionnaire feedback to identify parish educational needs and opportunities To provide individual parish feedback regarding their specific progress on stewardship development To assess the overall impact of the Diocesan Stewardship Program on parishes and the Diocese, and the progress of Stewardship Council in meeting its goals To assist Stewardship Council to determine the next steps in pursuing its mandate through the identification of the strengths and weaknesses of its various initiatives. To report on the overall diocesan results to the Bishop and to other diocesan parties. To maintain a confidential data base suitable for multi-year analysis comparisons at the diocesan and parish levels To develop our own best practices evaluation, using evaluation tools developed by other Dioceses/churches, and to share our processes and tools with others. Objectives: Utilizing the diocesan annual parish reporting process, develop stewardship questions for parish consideration and analyze parish data Green Sheet responses. Collate with other statistical information from parishes. Maintain data confidentiality. Analyze the stewardship data to assess individual parish and diocesan stewardship development progress. Create annual year-over-year progress and comparison reports for the diocese as a whole and for individual parishes Review evaluation reports with the Bishop, the Executive Archdeacon, and with individual deaneries for their ongoing use and reference. Communicate annual diocesan results via CrossTalk and individual parish results to the involved parish. Identify parishes that seem to be reluctant or having difficulty in embracing effective stewardship programming. Develop and implement a plan to reach out and offer assistance to these parishes. On request by the Bishop or Executive Archdeacon, provide customized statistical analysis reports for the Diocese or for specific parishes or deaneries. With the approval of the Executive Archdeacon, provide statistical stewardship information to other authorized diocesan teams such as the Parish Growth and Renewal Committee (PGRC) for their use in assisting parishes. On request from a parish, conduct a stewardship audit to determine status and assist them in discerning their next steps in developing a parish-based stewardship development program. Conduct periodic evaluations of our communication effectiveness. Is our message being received and heard? Is it useful? 4. Communications Mandate: The challenge in stewardship development is to communicate with parishes and other diocesan groups effectively to promote stewardship development, coordinate and optimize resources, relay advice concerning program and resource availability, and to do so recognizing the variety of media options that are currently in use across the diocese. Stewardship Council will promote program opportunities through various media to reach the appropriate parish leaders accountable for parish stewardship in a timely, effective manner. Goal: Optimize the utilization of new and existing stewardship resources through effective and timely communications. Objectives: Recruit a Communications Leader to sit on Stewardship Council Develop a communications plan for stewardship development Maintain monthly CrossTalk stewardship articles Re-initiate a Stewardship Newsletter for monthly or bi-monthly distribution Maintain and refresh the diocesan stewardship website frequently to encourage repeated use and to provide current, relevant tools and information. Assess current communicating methodologies and implement alterations and improvements when identified. Promote networking opportunity mindsets and capabilities to foster sharing of successes, best practices, and recognition. As appropriate, assess the Social Networking opportunities that are emerging to determine if Stewardship Development could be enhanced using this type of medium. 5. Financial Development The Diocese of Ottawa is embarking on a multi-year financial fundraising initiative (Growing in Faith Together) to address a variety of mission-related needs. This campaign is a significant component in addressing the goals of the Diocesan Strategic Plan. It is also entirely consistent with the Diocesan Stewardship Development Program. Mandate: Stewardship Council will play a significant role in integrating its efforts with those of the Diocese and the Financial Development Team to ensure a successful outcome by assisting individual parishes in the rollout, training, and implementation of the parish-based efforts. Goals: To provide leadership and direct support to parishes in planning and implementing their respective parts of the Diocesan Financial Campaign. To acquire campaign knowledge and experience for future use To evaluate campaign results to determine and optimize best campaign methodologies for future diocesan use (e.g. annual appeals, capital campaigns, etc) Objectives: Provide strong collaborative assistance and support to the Financial Campaign Team Determine the best ways of integrating and positioning Financial Development under the Stewardship Development umbrella. Provide resources for parish mentoring and consultancy for individual parish campaigns Assist in parish training Communicate Stewardship values within the Financial campaign Evaluate the outcomes of parish efforts through measuring campaign impacts in the stewardship context Identify parish resources for potential future leadership in ongoing parish stewardship development efforts Identify and catalogue successful tools and processes as repeatable resources within the Stewardship Development portfolio. 6. Governance Mandate: The Diocese of Ottawas Strategic Plan called for an extensive overhaul of governance. This will require Stewardship Council and its programs to work collaboratively into the new organizational models designed to improve overall diocesan effectiveness. Stewardship Council will collaborate and work within the new diocesan governance structure as it evolves. Goals: To provide input as to how Stewardship Council and its programs will fit into the new governance structure To adjust our operating paradigms to suit any final determination Objectives: Transition Stewardship Council to a full sub-committee within the Parish Ministry Development Committee. Stewardship and Development Officer work collaboratively with other Program Ministry Staff regarding Internal Governance Structure. Assess current diocesan initiatives that have affinity to Stewardship Developments current goals and objectives. Examples of possible areas of interest: Financial Development & annual appeals Planned Giving Christian Education Friends of the Bishop Centralized PAR program Parish-based stewardship support Support for hardware and software resources pertinent to stewardship programming Make recommendations concerning potential opportunities in bundling initiatives under a common umbrella Summary: Stewardship Council believes that the above operational plan, if fully implemented, will significantly further our Dioceses, and by definition, our individual parish stewardship journeys. It is our intent to work this plan to the best of our abilities over the three-year window. There are some points to consider as we move forward with this plan: Not all the objectives outlined above can be worked on simultaneously. Our priority will be to coordinate our efforts with other diocesan activities and programs to optimize our resource utilization and expense. The early period of this plan (2011 and 2012) will see an increased emphasis on the area of Financial Development. Resources from Stewardship Council will be prioritized to this effort at the expense of several other areas of focus. This will have some obvious short-term impact but there will be a net benefit in that we will be acquiring much knowledge and experience in financial campaign planning and management, which, if properly assimilated, will provide for a significant expansion of our resource pool for the future. Organizationally, Stewardship Council will require some re-deployment of resources to adapt to the new governance structure and to undertake and implement the objectives outlined in this report. The evolution of the organizational structure and its final governance are, as yet, incomplete. Stewardship Council will collaborate as required but act under the guidance and direction of the Episcopal Office until final determinations are made. Many of the members of Stewardship Council have been involved with the program for several years now. It is expected that some members will feel called to other priorities (and should be free to do so) and some members will see their way clear to continue as part of the Council. There will be opportunity, and indeed, a definite need, to engage new volunteers and leaders to address the evolving needs of the diocese and its parishes with respect to Stewardship Development.
