SUSTAINING THE CATHEDRAL Assets: Trust Funds Christ Church Cathedral Ottawa has two main trust or endowment funds: the Cathedral Trust and the Music Trust. An endowment fund is an investment fund set aside for the long-term support of the Church. An endowment fund is a charitable trust that requires capital to be held in perpetuity: The principal is protected; only the income or a portion of income is expended.The Cathedral Trust and Music Trust were created by the Church on the base of notable initial endowments by parishioners. Both these funds are controlled by policies established by The Cathedral Corporation and Vestry. Donors to either fund can specify a particular use for their donations; or, they can contribute to the fund in general. Both Trust funds are in need of substantial contributions. Why should you consider donating to the Cathedral Trust or Music Trust? Benefits to the Cathedral include: a regular source of annual income; a special source of income that can be used to launch new ministries or expand existing programs and activities; a growing capital base to provide security and stability for the Cathedral's longer-term survival. Benefits to you? Of course, these will be personal to you. They may include: enhanced support of a ministry or program that is particularly important to you; a stronger sense of personal involvement and ownership in the Parish; a lasting legacy in the Cathedral - a living legacy and a memorial legacy; an enduring thanksgiving or tribute or memorial to the Cathedral, or your family, or a special person. Cathedral Trust The Christ Church Cathedral Trust Fund was established in 1965, for the "perpetual support and for the benefit of Christ Church Cathedral, Ottawa or its works". The Cathedral Trust supports the full range of the Cathedral's ministry. A well-endowed trust fund is essential to sustain the Cathedral's ministry - to improve it, to expand it, and take it into the future.
Income and capital gains from the Fund are provided to the Parish for capital projects and current operations selected by The Cathedral Corporation and approved by Vestry. Annual disbursements for the Cathedral's operating budget have typically been in the range of $15,000 to $30,000 since the mid-1990s. Over the same period, contributions toward capital projects have been more substantial - approaching $1 million in all. The largest contribution from the Trust's capital - $600,000 in 2002 - enabled an essential restoration of historical Lauder Hall and construction of a new 'Link' corridor and cloister. This project, marking the centennial of the Cathedral, made the Cathedral buildings fully accessible, functional and inviting as a centre of ministry in the Nation's Capital. Since the mid-1990s, other payments totalling more than $300,000 have been made from the Trust's capital to refinance Cathedral obligations and to enable various upgrades and repairs to the Cathedral premises. The Cathedral Trust may also provide bridge financing or loans for parish initiatives. For example, a stand-by loan provision has been made for many years as annual support to the work of the Restoration Committee. The Fund is invested at a national financial institution and is administered by a team of three Trustees - parishioners nominated by The Cathedral Corporation. The Music Trust Committee's core membership is the Dean, the Director of Music, the Music Associate, and two parishioner Co-Chairs appointed by The Cathedral Corporation. The Music Trust is delighted to have the endorsement and support of three exceptional Canadian music talents: tenor Ben Heppner, pianist Angela Hewitt, and choral conductor Wayne Riddell. Ben Heppner Angela Hewitt Impact The Trust enables the Cathedral to have one of the last few Choir of Men & Boys in Canada. The Trust enables the retention of the Music Associate and the existence of the Cathedral Girls' Choir. Since its inception, the interest income of the Trust has funded almost half the annual budget for choir honoraria and materials.
Organ Replacement Initiative In 2007, it became increasingly evident that the Cathedral Casavant pipe organ performs poorly as an instrument and is inadequate as a Cathedral organ. The independent assessments of seven organ experts unanimously conclude that the Cathedral's Chancel organ is:
In response to this situation and assessments, an Organ Project Taskforce was formed to consider 11 proposals from five firms. In June 2008, the Taskforce made its recommendation to Parish Council Executive: "We strongly recommend the Létourneau four-manual organ as the new organ for Christ Church Cathedral Ottawa. If a digital instrument is to be considered, we forward Rodgers as the firm of choice." This recommendation was accepted. A survey of parishioners, conducted in late 2008, indicated strong support for the recommendation. However, the project has been suspended, pending the retirement of the Cathedral's deficit and raising or donation of a significant amount of the +$1.2 million required for the replacement of the Cathedral's pipe organ. Naming rights for the new organ will be granted for major donations which, in effect, enable the purchase of the new organ. Co-Chairs: Geoffrey & Linda Boole boole@sympatico.ca (613) 820-8168 Assets: Property Restoration In 1988, an engineering report indicated that important repairs and restoration were required if the Cathedral was to serve the parish, the Diocese and the National Capital for the next hundred years.By City of Ottawa By-Law 77-80, the Cathedral is a "property of architectural and historical value or interest" under the Ontario Heritage Act (1974). This designation applies only to the exterior of the Cathedral and does not apply to the interior or Lauder Hall. This means the Cathedral must seek the approval of the City for any significant change in the exterior appearance of the Cathedral. The Cathedral is free, however, to make changes to the interior for aesthetic or liturgical purposes - for example, to move the font from the Narthex to the front of the church, as was done in the 1980s. In 1990, the well-known restoration architect Julian S. Smith was engaged to prepare a survey of the fabric of the Cathedral and a restoration master plan. He estimated the cost of required restorations would be about $3.5 million. Under the direction of a Restoration Committee, implementation of the master plan began in 1991 and has continued as funds become available each year. Funding for restoration is to be kept separate from the operating budget of the Cathedral. While there were, in the early years, a few small grants from the provincial and federal governments, the funding of restoration has come essentially from the parishioners and parish groups and a few well-wishers outside the parish. Over the course of the intervening years, much work has been done. A new heating system has been built. Roofs have been insulated. Lead-coated shingles, matching the Cathedral's original roofing, have been installed. Extensive masonry repairs to walls and buttresses on all sides of the building, both above and below grade have been made... and continue to be made. All windows have been cleaned, repaired and renovated. This includes all the windows in the chancel, the nave, the bell tower, the clerestory windows and the large window over the main altar. Protective storm windows have been installed. On the exterior of the building, three finial crosses on the roof peaks have been replaced. A handsome new cross, based on the original cross of 1872, tops the Cathedral spire. The bell housing and mechanism in the tower have been repaired so that the bell can be safely rung.
Restoration of the interior of the Cathedral has begun. Plaster repairs and repainting have greatly improved the appearance of the two entrance vestibules. New chandeliers, matching the originals, have been installed in the nave. At the front of the nave, hardwood flooring and old ceramic tile has been laid to match the tiling of the main aisle. Chancel walls have been replastered and repainted. The chancel floor has been repaired and refinished. Before proceeding further with interior work, additional repairs must be made to the stonework where there is evidence of water leaking through the walls of the Cathedral. To-date, the Restoration Committee has raised and spent in the range of $2 million on this restoration work. All attempts are being made to hold the cost to less than the total $3.5 million estimate; at least $1 million is required to complete the originally-defined work of restoration of this lovely and historic Cathedral. Committee Chair: Blair Seaborn bseaborn@magma.ca (613) 745-9791 Development Joint Venture Property Development Committee The Joint Venture Property Development is an initiative shared by Christ Church Cathedral and the Diocese of Ottawa. The primary objective of property development is to intensify Cathedral land use and thereby generate a significant and long-term financial return that will cover the cost of maintaining Cathedral facilities. This, in turn, will allow the Cathedral to redirect a much higher percentage of its annual income to non-property needs within the parish and the wider community. Likewise, the Diocese will be able to generate income for more cost-effective Synod Office facilities, either within Roper House or in another location.The following progress on the Joint Venture has been made: A Risk Management Assessment was conducted. It concluded: risks are manageable, market potential is strong, anticipated revenue meets expectations and is presented conservatively. It recommended testing expected results by calling for proposals. A call for expressions of interest was made to the development community. Seven expressions of interest were received. A request for proposals was issued. No bids were received. Discussions continued with two proponents, which resulted in two proposals. Windmill Development Corporation presented its proposal to the Property Development Committee on January 21, 2009. Negotiations are likely to continue for some time before a mutually-acceptable tentative agreement is reached. The end product of the negotiation process, if successful, will be a Letter of Intent from the Cathedral and Diocese to Windmill Development Corporation which would allow Windmill to proceed with an application for site plan approval by the City of Ottawa. The Property Development Committee is cautious, but hopeful, that it will be possible to bring forward a viable development proposal to Vestry for its approval. The Committee has held a number of town-hall sessions, Vestry and Special Vestry meetings. It has publicized developments in internal bulletins and internal and external articles as part of its undertaking to keep the parish fully apprised of its intents and material actions.
